The SIMPLEST way to "level the playing field" is to do it yourself.
That way, you can't complain about what you're being charged. ;-)

It's not like it's hard, it's just been shrouded in mystique and sold by fear (much as feminine hygeine products and antiperspirent).

In fact, if you want to tilt the playing field in your favor (which I supposed would be DOWN from your position), you would start your own search engine submission/ placement service.
The nice thing then is, you can charge whatever you want... meaning you can go easy on the small e-commerce businesses and really stick it to the big boys. Of course, you won't get many big boys... Then again, you could just not charge much to ANYone and hope to make up profits from volume. If you do a great job, and only charge what it costs you, then you might have ALL the business in the world. Of course, "at cost" means no profits. Oh well.
