Did you check that all the right drivers are installed for the harddisk, the CD-rom, and the IDE controller.(=>motherboard drivers)
I had the same problem with Win95, and after installing the right (most recent) drivers for my motherboard (ide controller) the problem was solved.
It's best to search the internet for the most recent drivers, and if you can't find them, maybe you need to go to the hardware shop and ask youre seller !!
