Win98: So What?

What is the big fuss about Windows 98? I've seen it and I'm under-whelmed. If you have win95 with IE40 and set it up with active desktop there is very little advantage to going to 98 in my opinion. Also makes one wonder why the government is trying to ban the release of 98 with IE embedded: anyone who wanted it already has it. The fact is that MS has been upgrading Windows 95 regularly through upgrades in IE for some time. To completely strip all IE modules from Win95 would be to downgrade what we currently call Win95 back to the initial release.Would the government also want to strip all new code tieing MS Office to Win95/IE from Office?
