I think that the bill is a good start. The
problem may be with people who put recipients on
one list, then switch identities for the next
spam, thus avoiding the 'removal' aspect of the
bill.
The best part is the requirement for accurate
information in the header. That gives us a chance
to fight back when getting spammed!
