Microsoft's sales of Win98 have been disappointing at best. Microsoft has earned about $350 million on it's top-line consumer operating system. The pre-release discount announcement may be a result of pressure Microsoft is receiving as part of it's federal monopoly trial and the 60 class-action and 130 private lawsuits it's facing related to price gouging
